Explanation of Senior level work experience?????

Can any body help me in interpreting senior level work experience?
I am working in an organization, Having five interrelated sections.Each section has it own head also!! I am over all Incharge. To ensure over all proficiency is my responsibility. Iam fully authorise to make and implement policies and decisions. Total staff of organization is 27 (including professionals and support staff). Is it senior level work?
