It's possible that they can refuse you if you have an unpaid VAT debt to HMRC, depending how the close down of the company was handled. Did HMRC agree to a 'Strike Off' of the Company or did you appoint a Liquidator?
Are HMRC claiming any personal liability for payment?
If you're struggling financially, the application fee of £836 for BC may be difficult for you to find. :?

If the company isn't liquidated how have you 'closed it down'? There are set legal procedures you have to follow when a Limited company ceases trading. Are you the only director?
P60's are irrelevant. A BC application doesn't ask for proof of earnings but it does require you not to be liable for outstanding payments to HMRC.

What correspondence have you received from HMRC regarding the unpaid VAT of £19,000? You didn't answer my question as to whether you've been threatened with court action for this.
The important issue here is how the close down of your Limited company was handled as the sole Director. You say that you didn't Liquidate it and HMRC don't appear to have agreed to a 'strike off'. As I mentioned before, you can't just 'close down' a Limited company. There are strict procedures to follow.
You may want to Google the term: Lifting the veil of Incorporation. This will explain how HMRC could hold you personally liable if you were still trading when you knew the Company was unable to pay its debts, or you were drawing personal money from the account before meeting the liabilities to your creditors.
