your clock start from the first day you are in UK after your marriage.

PR

You would normally acquire PR after 5 years of being the family member of an EEA national who has been exercising treaty rights during those five years or who is a permanent resident.

If the EEA national and you have been in the UK since at least July 2009 ; you became a family member in July 2009 due to your marriage and if the EEA national exercises treaty rights from July 2009 till July 2014 ( or has PR), then you would acquire PR in July 2014.

Then you would be able to apply for a document which confirms you have acquired PR using the EEA4 form.

(The date of issue of the residence card would only be relevant in cases such as unmarried couples where a family member is only recognised by UKBA as a family member by the issue of a residence document confirming their status as a family member).

However, you became a family member by your marriage, so the above paragraph does not apply to you.

your clock start from the first day you are in UK after your marriage.

what i meant here, that if you are married outside UK you can't start counting from the date of wedding day (July 2009) but from the first day you enter UK with the intention to stay for long time not visitor(you must be physically in UK before your clock start ticking).
