VISA Stamping after HSMP Approval for InCountry Candidates

One of my frd got HSMP Approval as INCountry candidate when he was on Work Permit status in UK, But before getting the approval letter he went back to his native country because he finished his assignement in UK and his company called him back. Now he is at present in his native country and looking to come back to UK on HSMP VISA. So he want to make sure that any senior or Junior member can advice him that whether he can apply for HSMP VISA Stamping in his own country?? He is having doubt that INCOUNTRY HSMP APPROVAL can only get VISA stamping in UK only. so please advice??

Is his WP still valid, or has it expired ??

In either case, don't think it will be a problem applying for EC in his home country. To make things clearer to ECO, he can mention the reasons in his cover letter when he applies for EC.

But if WP is still valid, he can always go back to UK and apply for FLR :)

Yes His work permit is still valid.

He is currently thinking to apply from Home Country itself .
