We need our marriage certificate to be translated into English. It just says on the guidance that it must be accompanied by a reliable English translation. Who can we get to translate our documents? Can we do it ourselves?

You can't do it yourselves. Google 'translation service' and you should find a service in your area. In which language is the original certificate written?

It is Chinese marriage certificate. Is it a same day service? We are applying for ILR in January.

It depends on how quickly the company you choose are able to complete the translation. Where do you live in the UK?
I've read through your previous posts. If your marriage certificate was accepted by the UKBA for your original spouse visa application, it should be accepted now for ILR. SET(M) doesn't actually ask for the marriage certificate to be submitted with the application, although this can be asked for sometimes at a PEO when applying in person.

In section 10b it requires the marriage certificate to be submitted. When we applied for the spouse visa we submitted an English translation which was done in china but this was not returned to us.

SET(M) 10b - ]If you are applying as a spouse civil partner but your existing leave to enter or remain in the UK was granted as an
unmarried or same-sex partner, in addition to the relevant documents in 10A you must provide the following documents.

Was your partner's original leave granted as an unmarried or same-gender partner and he's now applying as a married? If not, the marriage certificate isn't mandatory.

He applied as spouse in original application, so section 10b definitely doesn't apply to us? It's confusing because it says 10b spouses and civil partners, if you are applying in this category, you must provide the following in addition to the relevant documents specified in 10a

It doesn't say 'spouses'...the category it refers to is:
unmarried or same-gender partner

If you're applying in person and want peace of mind then have the certificate translated. The Chinese Consulate General in Manchester may offer a translation service. If not, they should be able to recommend a reputable company.
Even if you're not asked for it at the PEO (and it may well not be), an English translation is useful to have for the future.
