Tier 1 visa quota and payment

Hello,
My 2 year Tier 1 visa exprires in June 2012. I heard that there is a 1,000 quota for Tier 1 visas. Does this quota apply to extensions as well? Should I hurry up and apply for an extension now?
Also, if my application for extension is refused, do I get the visa fee back?

No it was for initial application I think. Also it was a matter of queue thats all. In any case for extension it is advised you apply within 28 days or a month I think.

We encourage you to make your application at least 1 month before your current permission to stay expires. However, if you apply significantly more than 1 month before your permission to stay expires, and you want to apply for settlement later, you may not have accumulated enough total permission to stay. This is because your new permission to stay will begin on the date when we make the decision, not the date when your current permission expires.
