Tier 2 ICT short term to Tier 2 general

Hi - One of my friends is on a tier 2 intra company transfer visa for short term(leass than 12 months) as salary is a constraint.

Can he shift to tier 2 general in the same company after going back to India and then again come back? will it cause any issue or UK ba doesnt allow such kind of switching? Will it cause any issue for the employer?
