English language requirement - Already in UK

English language test, applicable from 29-Nov-10, is not required for applicants already in the UK and applying for settlement using SET(M).

1) Where can I get the link of this information so that I can refer it?

2) Is this mandatory for FLR (M) applicant?

It's mandatory for FLR(M) applicants.
The KOL test (or an UKBA approved ESOL qualification) is required for SET(M).

Does KOL cover FLR(M)? If someone does KOL, is this not enought for the requirement of FLR(M)?

NO. the test for FLR(M) is for speaking and listening. The life in the UK test does not test speaking and listending.

I am going to apply for ILR based on 10 years. Afterwards, the dependent will apply using FLR (M). Currently, I am in tier-1 and my wife is a tier-1 dependent.

if you read the link I gave you above, it explains the english language requirements, whether or not a spouse of a settled person is applying for entry clearance or further leave to remain from within the UK, they need to meet the English language requirement, which is not the same as the Life in the UK test.
