english language, MBA course completion letter enough?

Hi,

My brother is currently awaiting his MBA results, can he submit with a course completion letter and mention he is awaiting results?

Please let me know if any one has done anything similar.

forgot to mention that he is doing his MBA in UK, and is currently on student visa. He does not have an IELTS or equivalent.
The problem is his current visa expires Feb 20, and the results may come only in April.
So whats the best course of action we can take.

I am sure he cann't apply until he gets his pass degree certificate.

or appear for ielts or any other english language test and get minimum score equivalent to C1 level.

or apply from his home country once he gets his degree in hand.
