Unpaid Tuition fees holds up degree certificate

There is a current outstanding amount of tuition fees of £3500 to the Uni. Studies are completed and degree awarded. But the degree certificate is not yet issued until the fees are paid in full.

A letter has been issued by the Uni for PSW application with all the required information on it. But it also mentioned the reason for not issuing the degree certificate as "outstanding fees of 3500".

A bank balance of 800 has been maintained for 3 months.

Will any application for PSW be successful?

Its hard to say but I dont think it is possible to get PSW. has anyone ever been successful in similar circumstances?
Because it is not mentioned in guidance notes on UKBA website.

Can only pay the remainder in instalments agreed with the uni. But it will take time.

The letter is needed before 31st Jan.

i had the same problem , i had money but wanted to maintain it for bank statement. i spoke to international office and they took the matter to the head of international department. and they paid my outstanding amount from university funds and issued me the visa letter .. offcourse i had to sign the declaration with two witnesses that i will pay the remainder upon submission of my visa. so it all depends how your with international department. i was lucky damn lucky coz other students could get the approval and had to leave the country eventually.
