POE Application payment method

I just need to know whether we can pay the visa fees via ' Visa Debit card' because in the Tier 1 (General) Extension form it is mentioned that we can only pay using:
You can pay by any of the following methods:
Cheque/Bankers Draft
Postal Order
Credit card - Mastercard, Visa (including Electron) or American Express (Amex)
Debit card - Delta, Maestro** (including • Solo)

This meansthat debit card has to be either Delta or Maestro and we can't pay by visa debit card.

Please clarify.

As per the Tier 1 Guideline:

131. An applicant meets the English language requirement, without the need to provide evidence, if he/she was last given permission to stay in the United Kingdom:

• under Tier 1 (General) and is applying for
an extension of leave to remain; or

I did prove my english skills (degree in english) in my previous application Do I still have to fill the section L ?

If so what all subsection in L needs to be filled and do we have to provide the proof again?
