Restricted COS Query

I received my Tier 2 visa in General Category in Feb 2010. Would the restricted COS apply to me.

I am planning to apply for my extension in Feb 2013.

I have noticied the rules are different if your original visa application was sucessful on or before April 2010.

Could anybody throw some further insight into the matter. Thanks in advance.
