Getting Schengen spouse visa from Portugese embassy, angry

My husbands 1 year schengen visa will be coming to an end and we want to get another visa and travel to Portugal.

However, we have done a bit of research and we hae found out that we have to ring a premium number to book an appointment, at £1 a min. Of course we don't want to pay this fee, the visa is free for my husband. Can anyone tell me the best and cheapest way to book an appointment? the email mail@cglon.dgaccp.pt doesn't work nor does london@portembassy.co.uk anyone have an email address? This is just stupid!!!
