permanent permit after 4 years

can some one please tell me the documents needed to apply for permanent permit (eea 4) have got a 5 years resident permit depending on my dad can i apply fpr permanent permit on 4 years?

What happened to your discretionary leave application in this thread?
i made a discretionary leave to remain as a spouse using FLR (M) form, my wife hold a eea family dependat residence card (5 yrs) depending on her german dad (EU) and am currently on student visa i paid £550 for the application

It would be clearer if your wife posted under her own name.
However, this from the UKBA website should answer her question:
When you have lived here for a continuous period of 5 years with the EEA or Swiss national (who must have been in employment, self-employment, studying or self-sufficient in the UK throughout the 5 years), you can apply for confirmation of your right to permanent residence in the UK.


That's assuming her father has been exercising his treaty rights in the UK during the 5 years of her residence.
