Many of the EU countries require appointments before granting free visas to spouses of EU citizens. It may be worth making up a list of free ways of getting those required appointments.

The German embassy in London has a normal London number for Spouses (and families!) of EU Nationals
Spouses of EU Nationals may obtain an appointment by calling the hotline (020-7823 2854).

The French embassy allows you to book an appointment online, although I can not get the web page to work for me.

Any free appointment resource for Spain or Italy?

Also, has anyone possibly complained formally to an embassy and had the money refunded?

Ah, it looks like you can write to the Spanish embassy in London with a copy of all your application materials, and they will write back to you with an appointment.

That's applicable to all categories of Schengen visa applications, not just spouses.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
