For me you would need to explain the circumstances much more clearly. DV to me is Domestic Violence and so from what you say it is unclear if you were the victim of it or are accused. If you are suing someone or being sued? Is it a civil or criminal case?

Likewise on the dowry issue, my understanding is that dowries are illegal in India so the above questions apply again.

If you are the innocent party and are pursuing a civil case against someone then there shouldnt be an issue, as far as I know. If you are the defendant in either a civil or criminal case then I suspect it is an issue and so assuming you believe yourself innocent then you should await the outcome.

Evidently you could apply for BC whilst you have a criminal case for domestic violence outstanding but I suspect you have a much better chance of success if you wait until the case has been concluded and you have been found not guilty. Ultimately the choice is yours
