Reapplication due to lapse of HSMP approval letter

Hi all,
I had HSMP approved nearly 21 months back but did not go the consulate for EC as I immigrated to continental europe from India around the same time.

I am now thinking of reapplying.... Any suggestions on the process? Is it going to be different as I had an approval earlier which I did not act upon?
