US Family Based Immigration on Visitor Visa!

Hi, I'm planning to visit US to see my Bro, he has got US Passport, is this information correct that once I land in the US my bro can submit Family based immigration application (for Siblings), or do i need to apply from the UK, and if i can apply from the US, how long does it take? will i be allowed to work?

Approximate waiting time is 10 years, so better file as soon as possible. Having a petition filed does not entitle you to live/work in the US.
