Care Arrangements for Children?

Hi,

I am applying for Tier-1 extension on Monday. I am applying for tier-1 dependent visa for my wife and son with me. At the time of first dependent application for my son I have provided No Objection letter from my land loard that he does not have any problem with my son staying in the flat with us.

Do I need to again provide any such letter for my son at the time of extension?

The dependent policy guidance says as follows:
38. All arrangements for children’s care and accommodation in the United Kingdom must comply with relevant United Kingdom legislation and regulations.

I have one more query:
What should I say for the following question in the Application form:

Have you had your fingerprints taken as part of a previous United Kingdom immigration application made in the United Kingdom or abroad?

I came to UK on Work Permit in April 2008 and got my tier-1 in UK in 2009. I have not given my fingerprints for my tier-1 but I do not remember if I have given my fingerprints for work permit in 2008. What should I answer for this query?
