Hi,

I want to withdraw from university and apply for HSMP. I am eligible for HSMP as per new rules and want to apply for HSMP. Please suggest me a way for this.

I want to first apply for HSMP and if it is approved i want to withdraw from university. If it is not approved, i want to find the other ways. But, my first priority is to apply for HSMP. I heard something like we can get approval but we need to go to India for EC if we are still a student.

Please help me on this.

Absolutely correct (if you cannot prove you have passed degree /awarded degree, which anyways is not valid in your case).
