Lost Indian Passport

Hi,
I applied for renewing my expired Indian passport and is lost somewhere in the Royal Mail transit.

Will I be able to apply for my ILR - PEO appointment if I get a duplicate passport and do I need a TOC to my new passport as described in the below link

Is there any other alternative?
