uk work permit changes

Just needed a clarifiaction.
I heard from someone that there are some changes going to be made with regards to the work permit in UK.IS this ture.I though this is the best forum to ask this query.

Yes you are right ,

But i am not sure what they mean by the below link especially i am looking for workpermit under B&C (business and commmercial) category in the form and guidance notes ,but not figuring out any changes to swtiching visa rule.
