Yes.

I am n uk since 2005 and applied for Tier 1 G from PSW in 2008.

Logically you should be able to apply for ILR in 2013 but I do not think you would be able to do that, as you can not include your PSW leave towards your ILR under T1, no matter whose mistake that was. Wait until some Gurus comment

Your PSW leave continued to be valid while your T1 application was under consideration and appeal. So that's three years under PSW rather than T1, which you did not have during that time. You can't include PSW in the residence period that leads to ILR for a T1 migrant.

You said you are in Uk since 2005. so you can actually apply by 2015 based on 10 year long residency. Not much of difference (2016/2015) but have heard 10 year long residency is less compalicated than 5 year Tier 1 general.. in terms of proving income, points etc..
