Life in UK test passed and A1 Level ?

As per HO below document mentioned about Life in UK test

on page # 7.

1.2.3.3 People who pass the test do not also have to produce further proof of their knowledge of the English, Welsh and Scottish Gaelic language. This is because to pass the test they will need to be competent in one of the three languages.

My query is, my husband passed life in UK test and does he still need A1 English for his English skill for FLR (M) application?

yes - the Life in the UK Test is not a test of a person's ability to speak/listen in the English language.
