Reissue Indian passport..waiting 7 months

Hi everyone
We applied for reissuing of my mothers passport at HCI london in sep 2011 and still no reply. Shes been in UK since 1995 and has been given 2 yrs leave after 14 yrs long residence ilr application. She renewed passport at HCI birmingham once in 1998 So for now re issue application they only have to make enquiry at birmingham and not in india but we are still waiting.
Is there anywhere we can seek help regarding this?
