The changes we have seen this month were actually proposed last year and the only difference was HO applied those changes retrospectively. Last year I did not see any proposed point system for ILR but in this forum many fellow memebers are predicting this system to implement next year.

Does anyone has any authentic source to support or confirm?

Furthermore according to the proposed system last year, work permit (TIER 2) holders would never be able to apply for ILR, considering that, even if we switch to WP (those who do not qualify for 75 points at the time of extension), we won't get ILR!!!

Wrong Information !!!

Here's what the command paper, introduced last year, has to say about Tier 2 (Skilled workers with job offer), and I quote -
"A Tier 2 applicant will need to meet certain minimum standards, because Tier 2 is is also a route to settlement."
and
"Tier 2 is a route to settlement. As stated in the Five Year Strategy applicants will need a minimum of five years’ residence before qualifying for settlement.The initial grant of leave will be linked to the length of the contract up to a maximum period.Tier 2 migrants will be able to bring in dependants and to switch into Tier 1 if they meet the points requirements."

Please make sure you have evidence of what you are claiming. At this hour, the last thing people want is rumours !!

Not sure about any point system for ILR but there is strong possibility that there will be a prerequisite of English language proficiency. Please refer to following links
