Liability order civil judgment?

Hi,

Anyone knows if a liability order (for council tax) falls under ambit of a civil judgment?

As per my understanding one off civil judgements are prob not a big issue however I don't want to declare unnecessarily either especially if they change rules later.

Would really appreciate any guidance on this. It is one issue that has been repeated a few times in this forum without conclusive advice. My PEO is monday morning so really need to know soon.
