Spouse visa and eea family permit visa

I am confused, If I have uk passport,Why my husband has to apply for spouse visa, not eea family permit visa to come here? My husband is not eea nationality.
In what circumstance, ppl can apply for eea family permit? Sorry if my question sounds silly.

From your other post, I understand that you are not a BC (yet).

In general, EEA regulations do not apply to EEA nationals in their home country (French in France, British in the UK etc). The national rules i.e. spouse visa apply to them.

There are exceptions:
* If a British citizen holds another EEA nationality.
* If the British national is returning to the UK after working in another EEA state.

Thanks Jambo, it makes clear. You are right, I will apply for BC , at the moment, I have ILR only. Do you know if there is 30 days early rule to apply for BC or has to be exact 1 year after becoming PR?
