Rules for Work visa in Ireland

I couldn't find a single thread to outline the rules for immigration to Ireland from non-EEA country. Can you please help me in finding the process to for a non-EEA person to ireland. I am completely unaware to advice a person hence putting this thread.

The main items looked at are
1. Is it a points based system or as written in workpermit.com site, depends on the short skill requirement only?

2. Is there a calculation form (as for other countries) if the person can apply for a visa in Ireland?

3. Is it easy to get naturalized. I read that 2 years visa and afterwards its indefinite leave.

Sorry for the basic questions. Any help or link to thread would be fine.
Any bullet points on the main rules would be highly appreciated.
