TheH/O told me they did not see me and my wife passposts

Dear ALL,
I received an email today from the EEABulgarian $ Romanian correspondenceteam that she did not received my wife passports and my passports . ihave sent her just now an email with the special delivery reference number. i Also called them one staff confirm that they got the reference in their system and when i checked online few weeks ago, it says delivered.
what if they persist saying they did not have the three passports but third lletter pakage i sent has the reference .

this is the third time i sent them additional information nad the final one was included with these passports.
All had recorded specialreference.
what to do next if they argue me they did not?Thanks all advicesare welcome
