Court Libaility Order re Council Tax

I was sent a Court Liability Order for late payment (by one month)as I was on work abroad, called Council office and paid all outstanding council tax and they said it was fine and no need to attend Court.

Now my question is does this Court Liability Order Letter- is this a Civil Judgment that has to be disclosed? I have not received any Court letter or fine charges or anything like that.
