Tier 1 General Application fees

Hi, I have a strange question in my mind. Why application fees (Tier 1 General Extn) for partner is cheaper when applying later than main applicant as compared to when applying along with the main applicant.

We can send both within a week difference or may be next day to avail lower fees. Isn't that?
