ICT Visa - Parents as Dependant

Hello Experts

I have a Tier 2 ICT visa (before 2010 - long term). I want to take my Father along with me as a dependant (as he is fully dependant on me). I've the following questions -

1. If I can apply for him as a dependant ? looks possible if we read here

2. If yes then I think I need to apply from outside and NOT through my company (sponsor) ?

No you can't bring you father as a dependent.

Thanks for your responses.

It came into my mind when I have read this in the above link which I have provided -
In the situation where a visa holder would like their parents to accompany them, this may be possible, although an extremely high burden of proof is placed upon the applicants to demonstrate that the parent is financially dependant solely on the main applicant, and that if the parent were not permitted to accompany the main applicant, they would suffer undue hardship as a result. Comprehensive evidence of this dependence is required
