Do we need to get the letter from university in Unverstity LetterHead?
or in normal paper with sigh and stamp?

Of course on the University letter head.
None of the university can just stamp and sign on the plain paper.
They have to follow proper rules, any certificate or letter issued by any univeristy has some reference number, is dated and signed by the authorised officer, so that way it also proves it is not a forged document.

An original letter from the awarding body on the official letter headed paper.

The letter should confirm your name, the qualification obtained, the date of the award and whether or not the course was taught in English.
