Schengen transit visa for EEA-family member

Hi there,
I am EEA married to non-EEA.
We live in the UK and my husband has a 5 years permit here.
We are travelling to africa and we are looking at going through either
France or Germany.
How does he go on about applying for transit visa? Can it be done at the airport or does he need to apply before travelling?
If we are not sure whether we will fly through Germany or France, will it matter what transit visa he will apply for?

All UK resident permit holders are exempt from schengen transit visas
(not visit visa, transit visa which is just for airport itself)

EEA family members, holding family member" residence permit
are exempt from schengen visit visas

All family members of EU citizens are exempt from the requirement for a transit visa.
