As always takes place in this country when it comes to writing rules and laws - they never think thoroughly and never take into account all possibilities.

Some people have lived in this country for 10-15 years before qualifying for naturalisation and majority of them being honest and law-abiding people had no choice but to wait all these years as a result of bureaucracy and disorder in the relevant governmental organisations who rule their lives and keep them in constant fear throughout these years.
English has become their mother language as a matter of course. So what sort of certificates will they be expected to produce?! Will they be refused naturalisation if they don't?!

Does anybody know of the list of countries considered English Speaking? Do most of the commonwealth countries fall in this category?
Any suggestions welcome.
