Dependent Settlement Question

Just wanted to double check guys,

My wife entered UK in Feb 2010 on Tier 1 Dependent, later i got ILR and she moved to Dependent Visa which is valid for another year or so. But we want to apply it now, is she eligible ?
I think 2 years is the limit, but at some places I see 27 months, what is that all about ?
