Are we eligible for the EEA Family permit?

Can someone please help, I have called countless numbers and no one answers and I just can't find the info online.
I am a British citizen with an EU passport (never had a British passport) and have only ever lived in England. I now live in Chile and want to go back to the UK with my husband and 2 children (Chilean). Are we eligible for the EEA permit just because I have a Dutch passport or do I need to have lived there (holland)? In other words, does it suffice to just have the Dutch passport to apply for this permit?

You can use your Dutch passport to to apply.

Please also note that your family members are not visa nationals as they are from Chile.

Please see this thread. Strictly speaking no EEA family permit required.
