Is biometric check in place at Heathrow?

I've read its voluntary, so can I deny to pass through biometrics check? or is it compulsary for immigrant.

Actually it's only available on certain flights, only available to European Union citizens and it's not compulsory.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
