I have read online that we need to apply for a Family permit before he enters the country and while there, applying for residence. But, Can we apply for the permit while I am in Spain or do I need to live in England before that? Our plans are going all together, with the children.

If you are not working, but relying on his income, you could be considered to be self-sufficient. For that you need to have comprehensive sickness insurance for all family members. Once in the UK, he can apply for a residence card (you perhaps refer to it as a visa, but it is not). Once he applies for this, he will be given a certificate that can be used to show entitlement to work. How do you support yourself in Spain? Is there any way you can get even part-time paid official employment?
