new family migration rules and eea fp

yesterday home office introduced new income threshold for family reunion from 9 july 2012,,,my question,,will this effect on application for eea fp or it is only for british citizens and settled persons in uk.

the new rules have nothing to do with the applications under the EEA regulations as is clear in the various announcements and documents regarding the changes.

There is zero required family income or assets before the EU citizen and family members move to the UK.
