Private medical insurance - moratorium or full underwriting

Hi everyone,
I just to know that while applying eea2 family permit on the basis of self sufficient then does the method of selecting medical insurance policy affect the case with ukba because there are 2 selecting ways of medical plan.
1. Moratorium
2. Full underwriting
