What is considered as Date of application?

Hey just wondeting if anyone could put my mind at ease.. Have posted the flr m form today for the spouse visa, wanted to ask will my application be subjected to the current rules i.e pre 9th july? Or does the date of application depend when the payment is taken? If so how quick do they take payment? Thankss..
