Hi Guys,

Back in Sep 2006, I had applied for my extension application

Yes the section 3C covers your from 1 Oct 2006 till the time your extension is granted.

You were not given the right of appeal as your application was returned and you have been given time of 28 days. Since you were covered by Section 3C, so no right of appeal was given.
