Future of Tier 1 General Dependants after new rules

Hi,

My friend is on Tier 1 General. His dependents will be applying for Entry Clearance in Sep 2012. He as the following queries;

1. When his dependents arrive in UK, they will be subject to 5 year residency requirement. Does the children under 18 will also be subject to same requirement OR they can apply for ILR with him in 2014?

2. After his ILR in 2014, the dependents needs to be converted to Spouse and dependents using FLR(M), does he need to show his necessary income requirment of £18,600 a year and maintenance fund of £16,000 for six months?

3. Can he apply for extension of his leave, so that he can apply for ILR with his family after 5 years of their entry clearance date. This way he can avoid the maintenance fund of £16,000.

I am sure there are many in this situation and the answer to these question by Gurus will help everyone.
