re-applying for student visa after returning to home country

Hi,

I have a friend who came to the UK on a two year tier 4 visa studying level 6 course. His visa expired and he returned to Pakistan his home country. In his two years he didn't make much academic progress. He intends to re-apply for a tier 4 visa again will he be judged on academic progress or will this be ignored since he completed his two years and returned back to his country and this will be a fresh case? He intends to study a similar course again in the UK but with a different college.

Yes, all education history with academic progress will be assessed and visa success chance is very low and most probably application will be refused.
