extending student visa

My cousin is here on a 2 year tier 4 visa. his visa is due to expire in December 2012. he is considering renewing his visa and applying to study at another college. He hasn't got any academic progress to show as the college which he is at is 'A' rated and not run very well. Sometimes there are only two or three students in a class, sometimes no teachers. Also they changed the course after one year. he was studying Advanced Diploma in Marketing Management Level 6 and they changed this to an Edexcel course Level 6. He now wants to apply at another college to study the course of his choice which will probably be Level 6 again. What are his chances of getting a visa renewal? If he can show some academic progress will he stand a better chance of getting a visa renewal? Is it better to apply for a Level 7 course? Thoughts and suggestions will be welcome.

If college runs like this, you should report UKBA immediately but actually students and college both are getting benefit as both are bogus.

If applicant don't have any academic progress at Level 6 course, how he/she can apply for a Level 7 course? At the time of visa extention, all education history with academic progress including sponsor reputation will be throughly assessed by UKBA so you can easily imagine what are the chances of success.
