Legal staus of dependent children when visa is short

I am experiencing problem with the next year enrolment of over 18 children in colleges/universities.As my ILR is due and visa is short,college of my daughter has refused next year enrolment .It is unfair as home office is taking about 6 months to decide cases .Will children sit at home without education?
My son has offer of admission in Uni in September .At that time we will have no passports as the case will go and uni will ask for passport ?
Please help what to do??????
