Hi Pravtech,
If you see the application form, while filling your contact details there is a section for previous H.O. reference, number, I believe here you need to provide the previous application reference number.
The decision on the new application will not be biased, as it will be a fresh consideration. However, one can submit the rejection letter just to make sure that he gets the points that he was awarded in the first attempt.
If the documents meet the HO requirement; then I dont see any reason for rejection. One can get the idea in the rejection letter; why was he not awarded points in the first attempt, so one can prepare the documents the second time keeping in mind the reason of rejection in first attempt.
