Time limit for EEA FP and Settlement visa ,,different R same

I wonder if EEA FP processing time is same as Settlement visa,,,although both categories have different rules and regulation and rules say that EEA FP must be issued free of charges and as soon as possible BUT i think UKBA is treating both kind in the same way,,I want to ask Guru if he can confirm my worries ? processing time is same for both categories ?

As far as I know, it's not UKBA but BHC in Pakistan that does it. Other diplomatic posts treat EEA applications differently than settlement.

It is not a settlement visa. Their website says as much. If told otherwise, complain, complain, complain.
